Aviation Regulations State, (with minimum exceptions): No aircraft is authorized to takeoff with inoperative instruments or equipment installed UNLESS the operator has an approved MEL or Letter of Authorization (LOA D095) for their specific aircraft.
*Additinally: RVSM, CPDLC, ADS-B Out, FANs and other International Operations Manuals related to navigational authority such as MNPS, RNP-10/5/4 and P-RNAV require contingency procedures for the failure
of the equipment related to these types of operations. These equipment failures must be addressed through MEL Specific Procedures.
Without the provision of an approved MEL (or as LOA D095 states) Maintenance and Operations Procedures document, all equipment installed on an aircraft in compliance with the airworthiness standards or operating rules must be operative or your Airworthiness Certificate is invalid. In the event of an incident or accident, a non-compliant aircraft and operator could experience catastrophic repercussions.
For Operators with an Approved MEL: We can provide a customized MEL for your particular aircraft, your style of operation, your regulatory requirements, and provide changes to you any time your equipment changes or the Master Minimum Equipment List is Revised.
For Operators with a Letter of Authorization (LOA DO95): We can provide a customized Maintenance, Operations and specific Placarding Procedures Document in accordance with the provisions of your LOA for your particular aircraft, your style of operation, your regulatory requirements, and provide changes to you any time your equipment changes or the Master Minimum Equipment List is Revised. Remember, failure to meet all of the requirements of your LOA will constitute a violation of your STC. Simply downloading a document from the web or obtaining a document from the aircraft manufacturer does not meet the provisions of the LOA.
